Two Membership Classes两类会员体系
BR-CESSA has just two membership classes — Council and Charter — open to both scholars and institutions. “Founding” is a permanent honour tag carried by the launch cohort; it is not a separate class. There is a clear path from Charter to Council.联盟仅设两类会员——Council(核心)与 Charter(章程),学者与机构均可加入。"创始(Founding)"是永久荣誉标签,加在创始队列成员的卡片上,并非独立层级。Charter 升入 Council 路径清晰。
Membership is open and inclusive at the base (Charter), so the Alliance can grow widely, while the core / governance class (Council) is earned, so it stays meaningful. The path is simple: accede to the Charter → become a Charter Member; contribute actively — convene a panel, lead a project, or (for institutions) sign an MoU with HKUST → rise to Council. Institutional membership is held by the relevant environment, climate or sustainability department, school or institute. There is no mandatory membership fee. 会员在基础层(Charter)开放包容,便于联盟广泛壮大;核心 / 治理层(Council)则需"做事换取",以保持含金量。路径简单:签署章程 → 成为 Charter 会员;积极贡献——召集专题组、牵头项目,或(机构)与港科大签 MoU → 升入 Council。机构会员落在对口的环境/气候/可持续院系或研究所。会员不收强制会费。

Two tracks, set separately. A scholar becoming a Founding Member does not automatically make their institution a Founding Institute; the institution commits separately (an MoU with HKUST and a departmental endorsement). 双轨独立。学者成为创始会员,并不自动使其机构成为创始机构;机构须单独承诺(与港科大签 MoU 并由院系正式表态)。
