Initiated by HKUST's Division of Environment and Sustainability (ENVR). HKUST hosts the Permanent Secretariat and manages the Alliance's operations — the Mobility Desk, the Talent Matching Database and the Belt and Road International Collaboration Fund. 由港科大环境及可持续发展学部（ENVR）发起。港科大设立并运营常设秘书处，统筹学者流动服务、人才匹配数据库及“一带一路”国际合作基金。
