The Alliance Charter《联盟章程》
The Charter is the Alliance's constitution — a statement of shared principles that every member signs to join. It is not a legally binding contract; matters with legal or financial substance are handled separately through a Memorandum of Understanding with HKUST.《章程》是联盟的"宪章"——一份各成员签署加入的共同原则声明。它本身不具法律约束力;涉及法律或财务的实质事项,另以与港科大的合作备忘录(MoU)处理。
Nature of the Alliance联盟性质
An academic-led, non-governmental and non-profit network for cooperation in climate, environment and sustainability.由学术界主导的非政府、非营利合作网络,聚焦气候、环境与可持续发展。
Legal Status法律地位
The Alliance is not a separate legal entity; HKUST serves as its Host, Secretariat and Fund Manager.联盟非独立法人;港科大担任发起单位、常设秘书处与基金管理方。
Accession加入方式
Members join by signing the Instrument of Accession to the Charter; the Secretariat registers and announces the membership.成员通过签署《加入书》加入章程,由秘书处登记并公布。
Substantive Cooperation实质合作
Data, funding, mobility and intellectual property are governed by a bilateral MoU with HKUST.数据、资金、流动与知识产权,由与港科大的双边 MoU 约定。
The Charter takes effect upon adoption at the Inaugural Summit (January 2027) and may be amended by a two-thirds vote of the General Assembly.《章程》于2027年1月成立大会通过后生效,修订须经会员大会三分之二多数通过。
Dual-Track Membership双轨会员体系
Both scholars and institutions may join. "Founding" is a permanent honour; ongoing rights flow through term-based tiers — Council (core / governance), Charter (baseline) and Observer — with a clear path in and out.学者与机构均可加入。"创始"为永久荣誉;实际权利按任期制层级运作——Council(核心/治理)、Charter(基础)、Observer(观察),进出路径清晰。

HKUST provides a permanent operational anchor; every other role is term-based and rotating, so leadership stays open to all Council Members.港科大提供永久运营锚点;其余职位均为任期制、可轮换,治理向所有 Council 成员开放。

Decisions are taken by simple majority (the Chair holding a casting vote); amendment of the Charter, expulsion of a member or dissolution requires a two-thirds majority. Members recuse themselves from decisions involving their own institution.一般决议简单多数通过(主席有决定票);修订章程、除名或解散须三分之二多数。成员对涉及本机构的决定须回避。
